According to figures released by the Urban Development Ministry, Shimla ranks first among cities with a population of less than 10 lakhs, while according to the Ease of Living Index 2020 prepared by the Ministry of Housing and Urban Affairs, Muzaffarpur had the lowest score in Bihar . Among cities with less than 10 lakh population, Shimla is followed by Bhubaneswar, Silvassa, Kakinada, Salem, Vellore, Gandhinagar, Gurugram, Downgere and Tiruchirappalli.

Ease of Living is an assessment tool that evaluates the quality of life and the impact of various initiatives for urban development, the release said.

It states, “It provides a comprehensive understanding of participating cities across India based on the quality of life, the economic-potential of a city, and its stability and resilience.” The assessment also incorporates residents’ perspectives on services provided by the city’s administration.

Apart from this, Ease of Living Index, the Center has also released the final ranking of the Municipal Performance Index (MPI). It is also divided into two categories with less than 10 lakh population and over 10 lakh population. Indore topped the category above 10 lakh, followed by Surat and Bhopal. In the less than 10 lakh category, New Delhi Municipal Council (Chhakbaddh) topped the list, followed by Tirupati, Gandhinagar, Karnal, Salem, Tiruppur, Bilaspur, Udaipur, Jhansi and Tirunelveli.

The basis of ranking of cities
The rankings of cities in Ease of Living Index have been decided on the basis of various aspects for quality of life and urban development. In this, the quality of life in the cities, economic efficiency, sustainability and regulation of the city is also understood. At the same time, municipal corporations have been assessed on the basis of services, finance, policy, technology and governance.
