<p>India&#8217;s Amandeep Singh Gill has been appointed as UN Secretary-General Antonio Guterres&#8217; Envoy on Technology.</p>



<p>The UN Director General said that a thought leader in digital technology, Gill is the Chief Executive Officer of the International Digital Health and Artificial Intelligence Research Collaborative (I-DAIR) Project, located at the Graduate Institute of International and Development Studies, Geneva.</p>



<p>Guterres commended the newly appointed tech envoy, saying, &#8220;He brings together a deep knowledge of digital technologies as well as a solid understanding of how to leverage digital transformation responsibly and inclusively to make progress on the Sustainable Development Goals &#8220;</p>



<p>The Secretary-General expressed his appreciation and gratitude to the Assistant Secretary-General for Policy Coordination and Inter-agency Affairs, Maria-Francesca Spatolisano, who recalled her contribution to the field for her dedication and commitment as Acting Envoy on Technology.</p>



<p>Amandeep Singh Gill was the Executive Director and co-head of the UN Secretary General&#8217;s High Level Panel on Digital Cooperation from 2018 to 2019.</p>



<p>In addition to reporting to the High-Level Panel on Digital Cooperation, Gill helped secure high-impact international consensus recommendations on regulating &#8216;Artificial Intelligence&#8217; (AI) in lethal autonomous weapon systems in 2017 and 2018, the draft Al Ethics Recommendation of UNESCO in 2020, and a new International Forum on Digital Health and Al.</p>



<p>He joined India&#8217;s diplomatic service in 1992 and served in various capacities in disarmament and strategic technologies and international security matters, with postings in Tehran and Colombo.</p>



<p>Gill was the Ambassador and Permanent Representative of India to the Conference on Disarmament in Geneva (2016-2018).</p>



<p>He was also a visiting scholar at Stanford University.</p>



<p>Gill holds a PhD in Nuclear Learning in Multilateral Forums from King&#8217;s College, London, Bachelor of Technology in Electronics and Electrical Communications from Panjab University, Chandigarh and an Advanced Diploma in French History and Languages ​​from the University of Geneva and is fluent in English, French, Hindi and Punjabi.</p>

<p>After the meeting, Jaishankar tweeted, &#8220;discussed the Kovid challenge, underscoring the importance of finding immediate and effective global vaccine solutions.&#8221; It is important to strengthen the vaccine supply chain to ensure greater production and proper distribution. &#8220;</p>



<p>The Union Minister also spoke on the challenges of combating terrorism and India&#8217;s relations with its border countries. Jaishankar tweeted, &#8220;Combating terrorism and fundamentalism is the priority of the region. In addition, recent developments in Myanmar were also discussed. ”</p>



<p>The minister expressed that India values ​​the UNSG&#8217;s leadership of the United Nations amid these unprecedented times, adding that he &#8220;lent support to his candidacy for a second term.&#8221;</p>



<p>The meeting raised the universal issue of climate change and Jaishankar said that greater resources were imperative for larger ambitions, and that &#8220;financing will determine seriousness and reliability.&#8221;</p>



<p>The minister noted India&#8217;s creative role in UNSC and explained the priorities of its chairmanship in August.</p>



<p>&#8220;Maritime security and technology for peacekeeping meet the needs of the day,&#8221; he said.</p>



<p>According to the minister, SG recently commended India&#8217;s peace operations in Goma, DRC.</p>



<p>This was the first in-person Cabinet Minister meeting with the UN Secretary-General since he entered the subcontinent as a provisional member of the UN Security Council in January 2021.</p>



<p>Jaishankar, along with India&#8217;s Permanent Representative TS Tirumurthy and Deputy Permanent Representative Ambassador K Nagaraj Naidu, referred to the meeting as a &#8220;productive strategy session&#8221;.</p>



<p>Following his meeting with Guterres, the Foreign Minister is scheduled to visit Washington DC to meet with US Secretary of State Antony Blinken. The meeting will probably take place on Friday 28 May.</p>

<p>The report analyzed updated climate action plans submitted by 75 countries prior to the November COP26 climate summit. It found that current policies would not be close to meeting the goals of the Paris Agreement.</p>



<p>In a statement, Guterres said, &#8220;The UNFCCC&#8217;s latest interim report is a red alert for our planet. It shows the level of ambition necessary for governments to limit climate change to 1.5 degrees and meet the goals of the Paris Agreement&#8221; Are not close. &#8220;</p>



<p>Under the Paris Climate Agreement of 2015, all countries are committed to reducing their carbon production and reducing global warming by 2 ° C &#8211; and, if possible, to avoid the worst effects of climate change of the century. To the end &#8211; even to keep below 1.5 ° C.</p>



<p>Experts have repeatedly warned that higher summer and hot summers above the threshold, rising sea levels, worse droughts and extreme rains, will contribute to wildfires, floods and food shortages for millions of people.</p>

<p>Despite increased efforts, the carbon reduction plans submitted to the UNFCCC are not as strong as required. According to this report countries need to strengthen their mitigation commitments under the Paris Agreement.</p>



<p>The countries giving the revised Climate Action Plan constitute only 40 percent of the total signatories of the Paris Agreement and all contribute 30 percent of global emissions. According to the report, by the year 2030, as compared to 2010, these countries will be able to provide only 0.5 percent reduction.</p>



<p>Guterres called for increasing efforts to reduce emissions and to overcome the Kovid-19 epidemic as an opportunity.</p>



<p>He adds, &#8220;Long-term actions must be matched with immediate action to initiate a decade of change.&#8221;</p>



<p>In response to the UNFCCC Executive Secretary, Patricia Espinosa, the report said that the report is simply a &#8220;snapshot, not a complete picture&#8221; of individual country&#8217;s plans.</p>



<p>The UNFCCC will issue a second report before COP26, and Espinosa urges all remaining emitters to contribute to it, for the sake of better climate.</p>



<p>He said, &#8220;It is time for all the remaining parties to fulfill what they promised to do and submit their NDCs as soon as possible. If this task was necessary earlier, it has become important now.&#8221;</p>
