MNS Leader Issues Legal Notice Over Proposed Christmas Festival at Girgaon Chowpatty

Mumbai: Maharashtra Navnirman Sena (MNS) leader Avinash Panchal has issued a legal notice through advocate Pankaj P. Manechkar to the organisers, sponsors, performers and religious leaders associated with the proposed ‘Prabhu Yeshu Janmotsav 2026’, raising concerns over alleged environmental violations, statutory permissions and financial irregularities.

The 22-page notice concerns the Mumbai Christmas Musical Festival, scheduled to be held at Girgaon Chowpatty on December 13, 2026. It seeks details of statutory permissions, financial transactions and audit records from the recipients within seven days.

According to the notice, the organisers have advertised the event as confirmed, although, it alleges, the required permissions and no-objection certificates from the relevant authorities have not been made public. The notice refers to a Bombay High Court order dated November 29, 2022, in PIL No. 3443/2019, concerning permissions for public gatherings at Girgaon Chowpatty.

The notice also raises environmental concerns, citing the coastal location of the proposed venue, the planned temporary stage, noise levels, waste disposal and the use of diesel generators. It alleges that the event could affect the coastal ecosystem and calls for scrutiny of the applicable environmental clearances and regulations.

Financial matters form another part of the notice. It questions the sale of premium seating and the collection of donations and sponsorship funds, seeking disclosure of the organising entities, bank accounts and audit records.

The notice further refers to criminal cases and complaints involving some of the individuals associated with the event, as well as allegations concerning religious conversion in Uttar Pradesh. These claims form part of the complainant’s submissions and have not been independently verified for this report.

Among those named as recipients are members of the Glory To God Team, pastors, Furtados Music India, RESOUND Band, Harmony Foundation and the Prabhu Yeshu Janmotsav Committee 2026. Copies of the notice were also forwarded to several government and regulatory authorities, including the Mumbai City Collector, the Brihanmumbai Municipal Corporation, the Maharashtra Coastal Zone Management Authority and the Maharashtra Pollution Control Board.

The notice calls for the event’s promotion to be suspended and seeks a public clarification regarding permissions, donations and statutory audit compliance. It warns that the complainant may initiate further proceedings before the Bombay High Court, the National Green Tribunal and the relevant authorities if the demands are not met within seven days.

The allegations and claims contained in the notice remain subject to verification by the competent authorities. The notice itself does not establish that the alleged violations have occurred or that the proposed event has been cancelled.
