<p>The Supreme Court on Monday refused to grant bail to former Delhi Deputy Chief Minister Manish Sisodia in corruption and money laundering cases related to the now-defunct excise policy for the national capital. The Supreme Court, while directing the hearing of the case to be completed in six to eight months, said that if the hearing progresses slowly, Sisodia can apply for bail again at a later stage.</p>



<p>There were two separate regular bail pleas and a bench of Justices Sanjiv Khanna and SVN Bhatti had reserved its verdict on both on October 17.</p>



<p>On October 17, the top court asked the Enforcement Directorate (ED) to prove the money-laundering case against Manish Sisodia if the bribe allegedly paid to change Delhi&#8217;s excise policy is not part of the predicate offence. It will be difficult.</p>



<p>The Supreme Court had told the federal agency that it cannot proceed on the assumption that bribes were given and whatever protection there is under the law should be given.</p>



<p>Aam Aadmi Party (AAP) leader Manish Sisodia was arrested by the Central Bureau of Investigation (CBI) on February 26 for his alleged role in the Delhi liquor policy &#8220;scam&#8221;. Since then you leaders are in custody.</p>



<p>ED had arrested Manish Sisodia in the money-laundering case on March 9 after his interrogation in Tihar Jail, based on the CBI FIR.</p>



<p>Manish Sisodia had resigned from Delhi Cabinet on 28 February. The high court had on May 30 refused to grant him bail in the CBI case, saying he was a &#8220;high-profile&#8221; person who had been deputy chief minister and excise minister and had the ability to influence the Delhi government. <p>On July 3, the High Court refused to grant him bail in a money-laundering case involving alleged irregularities in the Delhi government&#8217;s excise policy, saying the charges against him were of &#8220;very serious nature&#8221;.</p>



<p>The Delhi government had implemented the policy on November 17, 2021, but canceled it in late September 2022 amid corruption allegations. According to the investigating agencies, under the new policy, the profit of wholesalers has been increased from five to 12 percent.</p>



<p>While agencies have alleged that the new policy resulted in factionalism and monetary benefits were given to those ineligible for liquor licenses, the AAP-led Delhi government and Manish Sisodia have denied any wrongdoing, saying the new policy Delhi&#8217;s share of income will increase.</p>

<p>New Delhi: Delhi on Tuesday extended the custody of Aam Aadmi Party MP Sanjay Singh by three days (i.e. October 13). The AAP leader arrested in a money laundering case related to the alleged Delhi Excise policy was produced in Rouse Avenue court after five days of ED custody.</p>



<p>Special Judge M.K. Nagpal passed the order on an application filed by the central investigation agency.</p>



<p>The Enforcement Directorate (ED) had sought five more days&#8217; custody of the AAP leader on the grounds that he was not cooperating. The agency also accused his close aide Sarvesh Mishra of non-cooperation.</p>



<p>The ED also said that the material collected revealed that bribes were demanded to get the liquor license approved.</p>



<p>Sanjay Singh was arrested on October 4 at his Delhi residence after a day of questioning by ED officials. Later, on October 5, the special court sent the AAP leader to ED custody till October 10, 2023. He was the second AAP leader to be arrested in over a year in a money laundering case related to the alleged Delhi excise policy.</p>



<p>Earlier, former Delhi Deputy Chief Minister Manish Sisodia was first arrested by the CBI on February 26, 2023, for his alleged role in the scam. He is currently in jail in the same case.</p>



<p>Investigating agencies claim that the AAP MP and his associates played a role in the Delhi government&#8217;s decision to grant licenses to liquor shops and traders in 2020, causing loss to the state exchequer and violating anti-corruption laws.</p>

<p>Delhi&#8217;s Rouse Avenue Court on Thursday rejected the bail plea of former Deputy Chief Minister and Aam Aadmi Party (AAP) leader Manish Sisodia in the liquor policy case.</p>



<p>The CBI had arrested Sisodia on February 26 in connection with alleged corruption in the formulation and implementation of the now-cancelled Delhi Excise Policy 2021-22.</p>



<p>Sisodia&#8217;s judicial custody was extended by a special court in Delhi on Monday.</p>

<p>New Delhi: The ED on Friday alleged before a court here that former Delhi Deputy Chief Minister Manish Sisodia, along with others, conspired to frame a faulty excise duty policy to earn bribe and proceeds of crime to the tune of over Rs 290 crore. Rachi.</p>



<p>The federal probe agency had arrested 51-year-old Sisodia from Tihar Jail on Thursday. A special court remanded Sisodia to Enforcement Directorate custody till March 17 after the agency produced him before the special court on Friday.</p>



<p>The ED in its remand paper said, &#8220;Proceeds of crime of at least Rs 292.8 crore (calculated as on date, which is likely to increase during the course of investigation) are in relation to the role of Shri Manish Sisodia…&#8221; seeking his custody.</p>



<p>Sisodia, he said, &#8220;conspired with other persons and was actively involved in the formulation of the faulty policy against bribery…Sisodia has played a role in generation, transfer, concealment of the proceeds of crime and presented it as unblemished&#8221;. Have done.&#8221;</p>



<p>Giving a short tabular column on the note, the ED claimed that Rs 100 crore was received as &#8220;kickback&#8221; from the liquor cartel&#8217;s &#8216;South Group&#8217;, Indospirits, an accused company in the case, made a profit of Rs 192.8 crore Which was &#8220;Proceeds of crime&#8221; arising out of irregularities committed in the Excise Policy 2021-22.</p>



<p>The policy was scrapped after the Lieutenant Governor of Delhi raised a red flag and asked the CBI to investigate. The ED took cognizance of the CBI FIR to register a money laundering case against Sisodia and others.</p>



<p>The agency also claimed that Sisodia made &#8220;false&#8221; statements to it during his interrogation in Tihar Jail on March 7 and March 9. He was in judicial custody after he was arrested by the CBI late last month in a related corruption case.</p>



<p>&#8220;When asked about his links with Dinesh Arora (another accused), who handled the transfer of kickbacks from South Group to Vijay Nair (the AAP functionary arrested in the case), he (Sisodia) replied contrary to what he disclosed. <p>It added that Sisodia formulated and implemented the policy &#8220;in such a manner&#8221; so as to give illegal benefits to certain individuals/entities in lieu of kickbacks.</p>



<p>&#8220;He took several decisions as a part of the GoM and as Excise Minister, which resulted in huge loss to the exchequer and illegal benefits to specific individuals/entities in lieu of kickbacks,&#8221; the ED said.</p>



<p>It claimed that the new report of the GoM (on which the excise policy was formulated) had given bulk procurement, storage and supply of liquor to retail outlets from manufacturers to private players, while the expert committee recommended keeping the bulk operations with a government entity. was recommended. , resulting in &#8220;transfer of profits&#8221; from the government to private entities.</p>



<p>&#8220;The very serious issue is that the government has lost control over the supply chain of liquor in Delhi, which is a sensitive commodity and moves fast and is highly taxed,&#8221; the ED said. <p>New Delhi: Even though both the Congress and the AAP have been vocal in the past about the alleged misuse of investigative agencies by the BJP, the differences between the two parties again came to the fore on Sunday.</p>



<p>Congress signatories were conspicuous by their absence in a letter written by nine opposition leaders to Prime Minister Narendra Modi alleging misuse of central agencies.</p>



<p>The Congress has also welcomed the arrest of Manish Sisodia by the CBI in the Excise Policy matter and has launched a door-to-door campaign to expose AAP. Congress functionaries in Delhi have backed the party&#8217;s decision to stay away from the joint letter, saying there cannot be a one-size-fits-all rule.</p>



<p>Senior Congress functionary Alka Lamba said, &#8220;The Congress believes that in 95 per cent cases the BJP misuses agencies, raids are conducted to harass politicians and cases are not taken to their logical conclusion.&#8221; She said: &#8220;Five per cent of these cases are actually true and this (Sisodia&#8217;s case) is one of those 5% cases,&#8221; she said. &#8220;This is not today&#8217;s stand of the party, but has always been on the issue of liquor policy. Otherwise why would the policy be repealed?&#8221; &#8220;Just because we don&#8217;t want to be seen with the BJP, doesn&#8217;t mean we will support corruption,&#8221; he said.</p>



<p>However, the AAP claimed that the Congress&#8217; stand was another case of &#8220;shadow boxing&#8221;. AAP spokesperson Saurabh Bhardwaj said, &#8220;The Congress has never been with the opposition. During the budget session, when the entire opposition wanted to corner the government on the Adani issue, the Congress gave a safe passage to the Centre.&#8221;</p>



<p>He alleged, &#8220;BJP says it will put Rahul Gandhi in jail and Robert Vadra is involved in corruption. But it did nothing against them. It is just a war of words to fool the country. It is enmity of convenience.&#8221; &#8221; When the CM&#8217;s residence was raided in 2016, the Congress was cheering it. Bhardwaj said that the Congress wants the entire opposition to end so that only the Congress and the BJP remain.</p>



<p>AAP&#8217;s Rajya Sabha MP Sanjay Singh said it is for the Congress to answer why it is not part of the letter.</p>



<p>In the past, the Congress has alleged misuse of central agencies, including the questioning of Sonia Gandhi and Rahul by the ED in the National Herald case last year.</p>



<p>Congress Vice President Abhishek Dutt said, &#8216;When Congress leaders were questioned by the ED, they (AAP) did not say a word. Today, when the agencies have reached his door, he also talked about the unity of the opposition in the matter of corruption. &#8220;We are doing.&#8221; Because he followed the BJP&#8217;s line during this period.</p>



<p>He said, &#8220;Where were you (AAP) when the Northeast riots happened, the Shaheen Bagh movement happened or when bulldozers were running in Jahangirpuri?&#8221; He asked.</p>



<p>Dutt claimed that TMC and AAP fought together in Goa and ensured BJP&#8217;s victory.</p>

Delhi BJP spokesperson Praveen Shankar Kapoor said, &#8216;It is regrettable that even after the arrest of Sisodia, the Delhi government is not stopping its dirty politics in the name of education and has now stooped to the extent of involving innocent school children. &#8216;</p>



<p>Rejecting the allegation, a Delhi government statement said: “There is no involvement of any government department or government employee in any such activity. Kapoor, however, said, &#8220;under the patronage of the Delhi government, special &#8216;I love Manish Sisodia&#8217; desks are being set up in government schools to forcibly garner support for Sisodia from students.&#8221; Delhi BJP strongly condemns this dirty politics.</p>



<p>Sharing a copy of a purported message regarding the same on social media, Kapoor said that as part of the programme, school students were asked to write messages in support of Sisodia and express concern over his arrest. He said that these messages were to be conveyed to the former Deputy Chief Minister.</p>



<p>BJP spokesperson Tajinder Pal Singh Bagga alleged that the school administration was intimidating parents by threatening to &#8220;fail&#8221; the students if they did not participate in the activity.</p>



<p>Another BJP functionary Kapil Mishra also attacked AAP on the issue. He tweeted, &#8220;Small children from schools all over Delhi are saying Manish Sisodia ji, stop shamelessly hiding your misdeeds and sins in the name of children. If you don&#8217;t take bribe then you don&#8217;t need to go to jail.</p>

<p>Bhardwaj (43) is the national spokesperson of the party and is currently serving as the vice-chairman of the Delhi Jal Board. Both the leaders are usually at the forefront of interactions with the media and during various protests organized by the party.</p>

<p>Atishi (41), who represents Kalkaji constituency in the assembly, contested the 2019 Lok Sabha elections from the East Delhi seat, but lost to BJP&#8217;s Gautam Gambhir.</p>



<p>Bhardwaj, who is a three-time MLA from the Greater Kailash assembly constituency, also served as the transport minister in the Delhi cabinet during the first term of the AAP government.</p>



<p>A Computer Science Engineer, Bhardwaj is also a law graduate from Osmania University. He has worked abroad for some time before joining the Aam Aadmi Party in 2013.</p>



<p>While Sisodia, who was handling 18 of the total 33 departments in the Delhi government, was arrested by the CBI on Sunday evening in connection with the Delhi Excise Policy case, Jain, currently lodged in Tihar Jail, was arrested by the Enforcement Directorate in May last year.
