Shah launches Good Governance Index 2021; Gujarat tops UP shows ‘incremental growth’

Gujarat topped the overall ranking in the Good Governance Index (GGI), followed by Maharashtra and Goa, while Uttar Pradesh registered a rise of 8.9 percent in the indicators launched by Union Home Minister Amit Shah on the occasion of Good Governance Day on Saturday.

According to the index, at least 20 states have improved their overall GGI scores in 2021.

Gujarat tops the overall ranking in the 58 indicator index, followed by Maharashtra and Goa.

Uttar Pradesh has registered an improvement of 8.9 percent in GGI indicators in the period 2019 to 2021, while Jammu and Kashmir have registered an improvement of 3.7 percent in the same period.

Delhi tops the overall ranking of Union Territories.

Shah released the GGI 2021 prepared by the Department of Administration Reforms and Public Grievances (DARPG) on Good Governance Day at Vigyan Bhawan here.

Speaking on the occasion, Minister of State for Personnel Jitendra Singh said that GGI will help in assessing the governance situation in the States and Union Territories.

The objective of the GGI is to provide quantitative data to compare the state of governance across all states and union territories, enable them to formulate and implement appropriate strategies to improve governance and shift to a result-oriented approach and administration. Is.

GGI-2021 stated that Gujarat, Maharashtra and Goa top the overall rank score covering 10 regions.

While Gujarat registered a growth of 12.3 percent, Goa registered a growth of 24.7 percent as compared to the GGI 2019 indicators.

Gujarat has performed strongly in economic governance, human resource development, public infrastructure and utilities, social welfare and development, judiciary and public security, while Maharashtra has performed well in the agriculture and allied sector, human resource development, public infrastructure and utilities, social welfare. and scored in development. ,

Goa showed good performance in agriculture and allied sector, commerce and industry, public infrastructure and utilities, economic governance, social welfare and development and environment.

Among sectors, Uttar Pradesh has topped in the commerce and industry sector and has also shown growth in social welfare and development and judiciary and public security.

It also performed in citizen-centric governance including public grievance redressal.

The GGI 2021 framework consists of 10 sectors and 58 indicators.

These sectors are agriculture and allied sector, commerce and industry, human resource development, public health, public infrastructure and utilities, economic governance, social welfare and development, judicial and public security, environment and citizen-centered governance.

The GGI 2020-21 categorizes states and union territories into four categories, – Other States – Group A; other states – group B; North-East and Hill States and Union Territories.

GGI 2021 said that Jharkhand has registered a growth of 12.6 percent as compared to the performance of GGI 2019. It has performed well in seven out of 10 sectors.

Rajasthan’s incremental growth of 1.7 percent was more than the performance of GGI 2019. It topped the category of other states (Group B) in the judiciary and public safety, environment and citizen-centric governance.

In the category of North East and Hill States, Mizoram and Jammu and Kashmir have registered an overall growth of 10.4 percent and 3.7 percent respectively as compared to GGI 2019.

Mizoram has performed strongly in commerce and industry, human resource development, public health and economic governance.

Jammu and Kashmir has performed strongly in the commerce and industry sector and has improved its scores in the agriculture and allied sector, public infrastructure and utilities and judiciary and public security sectors.

GGI 2021 said that 20 states have improved their overall GGI scores as compared to GGI 2019 index scores. The sector-wise scores obtained by the states and union territories indicate strong performance in one or the other sector.

The analysis of the scoring also shows that there is a very slight difference between the states in their overall governance scores. This indicates that the overall governance in the states of India is moving in a positive direction.
